An EORI number Germany identifies an economic operator for EU customs formalities. You normally apply in the Member State where your business is established or, if your business is outside the EU, according to where you will first carry out a customs operation or request a customs decision. The competent customs authority issues the number, not a service provider.
Key takeaways
- An EORI is an EU customs identifier used in import, export and certain other customs procedures.
- A business established in the European Union will generally apply for its EORI in its Member State of establishment.
- A non-EU business must identify the competent Member State before its first customs declaration or customs-decision application.
- One EU EORI number is normally used for customs operations across the European Union.
- An EORI number does not replace a VAT number, product-safety obligations or applicable environmental registrations.
Who needs an EORI number Germany?
You should consider an EORI if your business is involved in a customs operation in Germany, for example by importing goods from outside the EU, exporting goods outside the EU, or using a customs procedure. The requirement depends on your actual role in the supply chain and where you are established, not simply on the address of a warehouse or marketplace.
EORI means Economic Operators Registration and Identification. It is the identifier used for economic operators in their dealings with EU customs authorities. The European Commission explains that it supports identification in Union customs formalities and procedures through its EORI guidance. The legal framework sits within Regulation (EU) No 952/2013, the Union Customs Code and its implementing rules.
In practice, check your position if any of the following applies:
- you ship products from Shenzhen to an Amazon FBA warehouse in Germany and your business is the declarant or importer under the chosen arrangement;
- you release goods for free circulation in Germany before selling them in France, Italy or another Member State;
- you export from Germany to Switzerland, the United States or another non-EU country;
- you apply for an authorisation or use a customs procedure that requires the operator to be identified.
Example: a US company sends a consignment of light fittings to Hamburg. If it is the operator carrying out the import under the customs arrangement selected, it should clarify its EORI position before the goods arrive. A freight forwarder physically lodging the declaration does not remove the relevant operator's responsibilities.
By contrast, selling to German consumers from stock already located in the EU does not, by itself, create a new import formality. You may still need to check VAT, product safety and packaging obligations under your sales model. To map those points before a first shipment, use the EU Market Entry Compliance Assessment.
When is Germany the right country for your EORI number Germany?
Germany is the right authority only where the EORI allocation rules point to German customs for your business and your first relevant customs step. The physical point where goods enter the EU does not always decide the issue; you need to consider your establishment, your role and the procedure you intend to use.
For a business established in the EU, the practical rule is straightforward: apply for the EORI in the Member State where the business is established. A company established in France would not normally seek a German EORI merely because its stock arrives through Frankfurt; it should examine the French process set out in the EORI registration in France guide.
For a business not established in the EU, the choice needs closer attention. The registration and allocation rules are set out in Commission Implementing Regulation (EU) 2015/2447. Depending on the circumstances, registration may be linked to the Member State where you will carry out your first customs operation or submit your first application for a customs decision.
Do not confuse the storage country with the registration country
A German warehouse, including an FBA warehouse, matters to your supply chain, but it does not automatically determine the EORI registration country. Review in particular:
- the Member State where your business is established, if it is established in the EU;
- the identity of the importer and declarant shown in commercial and customs documents;
- where the first declaration or first authorisation request will be made;
- whether another Member State has already issued an EORI to your business.
A common mistake is to submit several EORI applications in different countries “just in case”. EORI is designed as a single EU identifier. Before making a new application, check whether your business already has a number using the European Commission's official EORI validation tool, then follow our method for checking an EORI number in the EU and the United Kingdom.
EU Seller Kit — The EORI file preparation service helps you gather and structure an application suited to your situation; the competent customs authority remains responsible for issuing the number.
What documents do you need for a German EORI application?
Prepare consistent identity information, evidence of your business and details that allow customs to understand your status as an operator. You should confirm the exact documents and filing channel with German customs or your customs representative, because they depend on your circumstances.
Your file should normally identify the applying legal entity without ambiguity. Gather the following before you begin:
- your full legal name, legal form and registered-office address;
- your country of establishment and company-registration references;
- the identity and contact details of the person authorised to act for the business;
- where relevant, your VAT number and documents showing its connection to the applying entity;
- contact details for administrative correspondence;
- a consistent explanation of the intended customs operation, where the authority requests one.
Consistency matters as much as having the documents. The name on the commercial invoice, transport contract, customs declaration and EORI application should identify the relevant operator in the same way. If a parent company orders, a subsidiary pays and a third entity imports, establish the roles before the shipment leaves.
Prepare your product data at the same time
An EORI identifies the operator; it does not classify your goods or calculate duty. Product information should nevertheless be ready at the same time because it feeds into the customs declaration: a precise commercial description, quantity, value, origin and tariff code.
Use the HS classification assistant to identify documented candidate subheadings, then confirm the applicable classification. The European Commission's TARIC consultation lets you check tariff and non-tariff measures connected to the code and origin. A description such as “accessories” is rarely enough for reliable customs clearance.
How do you apply for an EORI number Germany step by step?
First confirm that Germany is competent, then submit a complete file to German customs through the channel currently applicable to your profile. Do not arrange collection or product launch on the assumption that a number will be available without administrative checks.
1. Map your trade flow before applying
Record the goods' origin, their EU entry country, the entity importing them, the storage location and the countries where you will sell. This prevents you from applying for a German EORI when another Member State is responsible.
Imagine a Chinese manufacturer selling through its own website and sending a container to a German logistics provider. It must separate the arrival location from the importer named in the documents and the entity responsible for customs formalities. The EU stock import guide for ecommerce sellers puts those steps in the right order.
2. Check that an EORI does not already exist
Search for any number linked to your entity in the official validation database. A number not appearing publicly does not, by itself, prove that no EORI exists, because some information may not be publicly displayed. If you are unsure, ask the authority that may previously have registered your business to confirm.
3. Build the file for the correct legal entity
Use the details of the company that will be the relevant operator. Check transliterations, addresses and registration numbers, especially where your documents originate in several countries. A mismatch between an invoice and the application can lead to a request for clarification.
4. File with the competent authority and retain evidence
Follow the procedure specified by German customs for your profile. Keep copies of the application, the documents supplied and all correspondence. If you appoint a customs representative, agree in writing who supplies the data, who approves the declaration and who receives messages from the authority.
5. Check the issued number and align your import documents
Once the EORI has been issued, check it in the official tool where data is available and provide it to your freight forwarder or declarant. Also review the commercial invoice, tariff classification, customs value and origin. TradeFlow AI can help you prepare or review trade-flow information and import documents, but it does not replace a customs authority's decision.
Checklist before your first customs clearance in Germany
- I have identified the legal entity acting in the customs operation.
- I have checked whether that entity already holds an EU EORI number.
- I have confirmed that Germany is the competent Member State for registration.
- My company details match my invoices, transport contracts and instructions to the declarant.
- I have prepared an accurate description, origin, value and tariff code for the goods.
- I have agreed who lodges the declaration and who responds to customs queries.
- I have checked the import VAT treatment and the VAT treatment of subsequent sales.
How much time and preparation does a German EORI require?
Allow time to prepare the documents and leave a buffer before shipment, because customs may request clarification or additional evidence. There is no universal processing period to promise: timing depends on the file, filing channel and checks carried out by the competent authority.
The most useful work is to remove inconsistencies before filing. A non-EU business often needs to spend more effort demonstrating its legal identity and explaining its operation than a business already established in a Member State. If goods are already in transit, missing information can become a hold at the port, airport or carrier's facility.
Do not confuse the administrative effort involved in EORI with the total cost of importing. Customs duty and import VAT depend, among other things, on tariff classification, origin, customs value and the procedure used. You can organise known inputs with the customs cost simulator, then compare VAT scenarios using the EU VAT calculator. For available plans and add-on services, see pricing and plans.
Council Directive 2006/112/EC on the common system of VAT provides the EU framework for VAT, but practical treatment depends on the transaction and countries involved. Obtain advice from a suitably qualified tax professional where you import and store goods if the position is unclear.
What mistakes most often hold up an import into Germany?
The usual causes are an EORI linked to the wrong country, inconsistent company identity or incomplete goods data. EORI solves customs identification; it does not correct an imprecise invoice, an incorrect tariff code or inadequate product compliance.
Applying for a new EORI when one already exists
This creates avoidable confusion. Check the history of your imports, your subsidiaries' records and correspondence with freight forwarders. If your number appears invalid or deactivated, address the cause with the competent authority rather than automatically filing another application; see our guide to an invalid or deactivated EORI number.
Treating EORI, VAT and IOSS as the same thing
An EORI identifies the operator for customs. A VAT number supports tax obligations. IOSS is a VAT scheme for certain distance sales of imported goods. These identifiers and schemes can overlap in an ecommerce flow, but they are not interchangeable. Our guide to EORI, VAT number and IOSS differences explains the distinction.
Underestimating product compliance
Customs clearance is not a blanket approval to place a product on the market. If you import consumer products, Regulation (EU) 2023/988, the General Product Safety Regulation, may impose obligations on economic operators and distance sales. For products subject to CE marking, the manufacturer remains responsible for conformity assessment, technical documentation, necessary testing and the EU declaration of conformity; Your Europe explains CE marking.
Before publishing an Amazon, eBay, Etsy or Shopify listing, the Marketplace Product Compliance Scanner helps you identify traceability, safety and compliance information to check. It does not replace a regulatory assessment of the product, but it can reduce the risk of an incomplete or blocked listing.
EU Seller Kit — For a first trade flow involving storage or sales in several countries, combine the EU Market Entry Compliance Assessment, EORI file preparation and the customs cost simulator to separate customs, VAT and product-compliance work clearly.
Which special cases should you plan for: Amazon FBA, Great Britain and representation?
Marketplace flows, shipments through Great Britain and regulated products add obligations, but they do not change the basic function of an EORI. Assess each territory and each role separately before sending stock.
Amazon FBA stock in Germany
Sending stock to a German warehouse can trigger an import, VAT registration or placing-on-the-market obligations, depending on the product and logistics model. EORI is part of the customs file, not permission to sell. Start with the checklist on whether you need an EORI for Amazon FBA Europe stock, then organise country-by-country checks with Country Compliance.
Great Britain and Northern Ireland
Great Britain is outside the EU customs union. An EU EORI does not necessarily replace a GB EORI for British trade flows. The UK Government sets out its process in Get an EORI number; use the EORI registration in the United Kingdom guide if goods are sent to or through Great Britain.
GPSR responsible person and CE authorised representative
An EORI does not appoint an EU representative. For consumer products sold by a non-EU manufacturer, the GPSR may require an EU-established responsible economic operator, depending on the supply chain. For certain products covered by CE legislation, a non-EU manufacturer may also appoint an authorised representative where the applicable legislation permits it.
These roles are neither automatic nor interchangeable. A SaaS subscription alone does not appoint a responsible person or authorised representative. The relevant services become active only after review, entity assignment, a signed mandate and active payment. The GPSR Responsible Person service concerns general product safety; the CE Authorised Representative service operates under a written mandate where the applicable legislation allows it, without replacing the manufacturer's technical obligations.

Frequently asked questions
Is a German EORI number valid throughout the European Union?
Yes. An EORI issued by one Member State is normally used for customs operations throughout the EU. You must still meet the customs formalities, VAT rules and product requirements that apply to each operation and country. An EORI does not replace those obligations.
Can I import into Germany with a French EORI number?
In principle, yes, if your business already has a valid EU EORI issued by French customs. The import can take place in Germany without requiring a second German EORI. You should nevertheless verify the importer's role, customs declaration and VAT treatment with the relevant parties.
Can a freight forwarder use its own EORI instead of mine?
A freight forwarder may act as a customs representative under the agreed mandate and type of representation. That does not automatically mean that your business does not need to be identified or that its responsibilities disappear. Agree the roles of importer, declarant and representative in writing before shipment.
Can I sell on Amazon Germany without an EORI?
You may sell without carrying out the import yourself in some arrangements, for example where stock has already been properly released for free circulation in the EU by another operator. However, if your business imports the stock from a non-EU country, an EORI is generally needed for customs formalities. Amazon does not replace EORI, VAT or product-compliance obligations.
Is an EORI enough to clear my goods through customs?
No. The declaration also needs accurate information on the goods, their value, origin, tariff classification and applicable commercial or regulatory documents. Some product categories may require licences, certificates or additional controls.
Do I need a German EORI if my goods pass through Great Britain?
Not necessarily. The answer depends on where you complete customs formalities and on your role in each flow. Check separately whether you need a GB EORI with HMRC for UK operations; for EU operations, use the EU EORI issued by the competent Member State.
