How GPSR and CE representation works
Regulation (EU) 2023/988 (GPSR) and the CE-marking legislation require a manufacturer established outside the Union to have an economic operator or authorised representative established in the EU. The requirement concerns an EU entity, not the software publisher.
The GPSR Responsible Person and CE Authorized Representative services are therefore separate from the subscription: after product review and file acceptance, an entity established in the EU is assigned to the file. Its name, postal address and electronic address appear in the signed mandate and are the details to show on the product, packaging or online offer.
Representation is active only after acceptance, assignment, signature of the mandate and payment. It replaces neither the manufacturer’s conformity assessment nor its technical documentation.
Editorial method
