LUCID packaging register Germany: how to register under VerpackG depends on whether your business is the first to place filled packaging on the German market commercially. For packaging subject to system participation, you must register in LUCID, contract with a dual system and submit matching packaging-volume data before selling the relevant products.
Key takeaways
- LUCID is Germany’s packaging register, operated by the Zentrale Stelle Verpackungsregister (ZSVR).
- A business based outside Germany can be responsible where it sends packaged goods to German customers or makes packaged stock available in Germany.
- LUCID registration does not replace participation in a dual system where the packaging is subject to system participation.
- The volume data reported to your dual system and to LUCID must be consistent; discrepancies can prompt clarification requests or commercial restrictions.
- Marketplaces and fulfilment providers may ask for your LUCID registration number before allowing or retaining your listings.
Who must register in LUCID under VerpackG?
You must first identify the business that commercially places the filled packaging on the German market for the first time. That is not automatically the manufacturer, carrier or warehouse: the answer depends on the sales chain, import arrangements and dispatch process.
Germany’s Packaging Act, known as VerpackG, applies producer-responsibility rules to packaging. The LUCID register is administered by the Zentrale Stelle Verpackungsregister (ZSVR). The underlying approach is consistent with the EU packaging producer-responsibility framework in Directive 94/62/EC on packaging and packaging waste, although the operational rules for German sales remain national.
In practice, assess your position if you sell packaged goods to private customers in Germany through your own shop, Amazon, eBay, Etsy or another marketplace. Being established in the UK, France, Spain, China or the United States does not, by itself, remove the need to check.
Common situations for online sellers
You are often the business concerned where:
- you dispatch a parcel yourself from the UK, another EU country or a third country to a customer in Germany;
- you import packaged goods into Germany in your own name or on your own account and then sell them;
- you send stock to a German warehouse and sell under your own brand or account;
- you sell white-label goods and decide the sales or shipping packaging used.
Example: a US company sells branded water bottles on Amazon.de and sends stock to an Amazon FBA warehouse in Germany. The bottles arrive in retail boxes and are then dispatched in cartons with protective filling. The company must establish which packaging it first places on the German market and complete the applicable steps before the goods are offered for sale.
By contrast, a simple intermediary that does not itself introduce the relevant packaging onto the German market may not be the liable party. Do not rely only on a contractual label such as “distributor” or “seller”. Check who imports, who applies the brand, who arranges dispatch and when the packaging enters the German supply chain.
Where your flows combine importation, storage and sales in several countries, the EU Market Entry Compliance Assessment helps you map the checks to make, including packaging, VAT, customs and product-compliance issues. It flags points to verify; it does not register a seller with EPR schemes.

What packaging is covered by VerpackG and the LUCID packaging register Germany process?
Packaging that typically ends up with the final consumer in Germany is often within scope. Review sales packaging, grouped packaging and shipping packaging, including protective, sealing and closure materials.
For ecommerce sellers, the most common error is counting only the product box. The dispatch carton, mailer, tape, protective paper, pouches and labels may also need to be assessed. The obligation depends on the packaging category and how it is made available.
Packaging to include in your inventory
Start by separating the following components:
- sales packaging: a box, bottle, pouch or sleeve supplied with the product;
- grouped packaging: film or carton grouping several units intended to be sold together;
- shipping packaging: carton, envelope, mailer, protective filling and closure materials used to deliver an order;
- transport packaging: packaging intended to facilitate business-to-business transport, which may not follow the same regime;
- reusable or deposit packaging: a category to assess separately according to how it operates in practice.
Imagine a French brand selling a haircare bundle to a consumer in Munich. The bottle, its carton, the grouping carton, the delivery carton and the protective paper should all be recorded. Their weight should be allocated by material, such as paper and board, plastic, glass or metal, using the information available.
Regulation (EU) 2025/40 on packaging and packaging waste (PPWR) progressively changes the EU packaging framework. It does not remove the German obligations that apply now. For German sales, always check the instructions of the ZSVR and your selected dual system.
To organise checks across your storage, origin and destination countries, use Country Compliance. It helps structure the checks required; it does not replace an official packaging classification by the competent authority.
What must you do before selling packaged goods in Germany?
For packaging subject to system participation, the practical sequence is to identify your packaging, register in LUCID, join a dual system and then report matching volumes to both parties. Complete these steps before offering the relevant products for sale.
LUCID registration belongs to the legally responsible business. You should not use a supplier’s, logistics agent’s or another company’s number to cover your own placing-on-the-market activities. A marketplace may check whether your registration exists and is valid.
Step 1: map your flows and packaging
List every route: direct dispatch from your country, import into Germany, transfer to a warehouse, fulfilment-provider packing and returns. For each product, record every packaging component and its material.
If you import stock from Shenzhen into a German Amazon FBA warehouse, you also need to prepare for customs and VAT. Read the EU stock import guide for ecommerce sellers to separate import steps from packaging obligations.
Step 2: create the LUCID registration
Register the legally responsible entity in the ZSVR’s LUCID register. Prepare your exact legal business name, contact details, relevant brands where applicable and the packaging categories involved. Keep evidence of registration and provide the information requested by your marketplace.
LUCID is a public register, designed to make the responsible business identifiable. An imprecise trading name, or a legal name that differs from your commercial documents, can complicate checks.
Step 3: contract with a dual system
For packaging subject to system participation, select an approved dual system and enter into a contract covering the relevant materials and forecast volumes. This mechanism funds the collection, sorting and recovery of household packaging waste.
LUCID registration alone is therefore not enough. Equally, a dual-system contract without LUCID registration does not complete the obligation. Check the packaging categories accepted by the system and its reporting method.
Step 4: report volumes consistently
Report volumes to your dual system and submit the required data in LUCID. The figures must match: the same period, materials and quantities, reported under the applicable rules.
Maintain a tracking file by SKU and packaging component. This lets you reconcile units sold, unit weights and declarations made. It becomes particularly useful when sales grow, suppliers change or you introduce new packaging formats.
Checklist before your first sale
- Identify the entity that first commercially places filled packaging on the German market.
- Separate sales, grouped, shipping and transport packaging.
- Obtain the weight and material of every packaging component.
- Create the LUCID registration in the responsible entity’s name.
- Check whether the packaging is subject to dual-system participation.
- Enter into the required dual-system contract before placing goods on the market.
- Report consistent volumes to the dual system and in LUCID.
- Provide your registration number to a marketplace or service provider where requested.
- Archive contracts, declarations, invoices and weight calculations.
Packaging is only one part of placing a product on the market. Before publishing a listing, the Marketplace Product Compliance Scanner can flag traceability and safety information to verify on the listing. It does not confirm your LUCID registration or dual-system contract.

When must you report, and which documents should you retain?
You need the required registration and contracts before placing the relevant packaging on the market, then must follow the reporting deadlines set by your dual system and LUCID. The detail can depend on your volumes, packaging categories and the rules in force.
Do not assume an annual declaration is sufficient in every case. Your dual system may request forecast data, adjustments and an end-of-period report. LUCID may also require data submissions and, depending on your situation, additional declarations. Consult the ZSVR instructions and your dual system’s requirements when reporting.
Evidence file to maintain
Keep an organised file, ideally by calendar year, containing:
- LUCID registration confirmation and the registration number assigned;
- the dual-system contract and payment evidence;
- volume declarations made to the dual system and in LUCID;
- calculation details: units sold, unit weight, material and period;
- packaging specifications supplied by manufacturers or suppliers;
- correspondence with the marketplace, warehouse or fulfilment provider.
Example: you replace a plain cardboard carton with a box that has a plastic window. The product is unchanged, but your material allocation changes. Record the change date, the new packaging specification and revised calculation. Without that audit trail, you may report inaccurate volumes for several periods.
Where your supplier provides weights, request a breakdown by component and material rather than one overall weight. Supplier Check can help centralise identity, payment and delivery information to review before ordering; it does not certify weight data or VerpackG compliance.
What costs and management effort should you expect?
The workload depends mainly on the number of SKUs, materials, sales channels and logistics flows. Allow time to classify packaging, collect weights, manage the dual-system contract and keep reports accurate.
The financial cost depends, among other factors, on materials, volumes and the system selected. It would be unsafe to rely on a generic amount: request proposals from dual systems and check what they include. For EU Seller Kit tools and services, see pricing and plans.
The challenge is not purely administrative. A brand selling ten products with stable packaging may maintain a simple record. An FBA operation with several suppliers, promotional bundles and frequent carton changes should build packaging tracking into its purchasing and logistics-preparation process.
A sensible practice is to create a packaging record for each SKU: an internal photo or description, components, material, weight, supplier, validity date and destination country. This does not replace a declaration, but it prevents you having to reconstruct data from invoices when a reporting period approaches.
Which mistakes can block sales or create a compliance risk?
The most frequent errors are failing to register, overlooking shipping packaging and reporting inconsistent volumes. They can lead a marketplace to deactivate a listing or request evidence before sales can continue.
The ZSVR makes certain information available, and platforms have checking duties under the German framework. In practice, a missing, invalid or wrongly assigned LUCID number can trigger a catalogue block. Rectifying the issue after suspension can take time because you may need to rebuild data and meet the platform’s evidence requests.
Misunderstandings to avoid
“My German warehouse handles it.” Not necessarily. A logistics provider packs orders, but does not automatically take on your role as the first party placing packaging on the market. Ask precisely what it provides and check your own contractual position.
“My supplier has already paid a contribution.” That does not automatically cover you. Check which entity was registered, for which brands, packaging and sales flow. A contribution paid in China, the UK, France or another country does not automatically apply in Germany.
“I sell only through a marketplace.” The platform may request your LUCID number, but it does not necessarily replace your own obligations as the seller or party placing packaging on the market.
“LUCID covers all my European compliance.” No. LUCID concerns packaging in Germany. Depending on the product and flow, you may also need to assess VAT, customs, general product safety, CE marking, WEEE, batteries and obligations in other countries.
For an overview of packaging EPR obligations by sales channel and country, read our guide to packaging EPR for marketplace sellers. If your product is electrical or contains a battery, also assess the separate regimes under Directive 2012/19/EU on waste electrical and electronic equipment and Regulation (EU) 2023/1542 on batteries and waste batteries.
Which special cases should you check before dispatching?
Direct sales, FBA stock, imports and regulated goods need a coordinated assessment. LUCID does not replace customs formalities, VAT, or the safety and marking duties that apply to the product itself.
Amazon FBA stock in Germany
If you ship stock from Shenzhen to a German Amazon FBA warehouse, separate three issues: importation, VAT and packaging. An EORI number is generally needed for the relevant operator’s customs activities; the European Commission explains the role of EORI. EORI file preparation can help you prepare the application file; the number itself is issued by the competent customs authority and the service does not guarantee that it will be granted.
To structure known import costs and calculate duty where a valid tariff rate is available, use the customs cost simulator. Always confirm the tariff classification in the European Commission’s TARIC consultation and verify the data in your customs declaration.
Sales from another EU country
A French business dispatching directly to German consumers may be within VerpackG even without German stock. It must also assess the VAT treatment of its distance sales. The EU VAT calculator compares common domestic, intra-EU and import VAT scenarios; for OSS and IOSS schemes, consult the European Commission’s OSS and IOSS guidance.
Products subject to GPSR or CE marking
Packaging must also carry, or accompany, the safety and traceability information required for the product. Regulation (EU) 2023/988 on general product safety (GPSR) covers consumer products and information to be provided in distance sales. For products subject to EU harmonisation legislation and CE marking, the manufacturer remains responsible for conformity assessment, technical documentation, necessary testing and the EU declaration of conformity. A CE authorised representative, where permitted by the applicable legislation and activated under a written mandate, does not replace those manufacturer duties.
If you are a non-EU seller of consumer products, also check whether you need an EU-established GPSR responsible person. This service becomes active only after product review, entity assignment, a signed mandate and active payment; a SaaS subscription alone does not appoint a representative.

Frequently asked questions
Is LUCID registration compulsory to sell on Amazon.de?
It can be compulsory if you are the business responsible for the relevant packaging placed on the German market. Amazon or another marketplace may request your LUCID number and restrict listings where verifiable information is missing. Check your role, logistics flows and packaging categories before listing.
Can I use my supplier’s LUCID number?
As a rule, you should not use another business’s number to cover your own obligations. The number must correspond to the entity legally responsible for placing the packaging on the market in your sales model. Review contracts, the named importer and the logistics chain where responsibility is unclear.
Is LUCID enough to comply with VerpackG?
No. For packaging subject to system participation, you will generally also need a contract with a dual system and must submit the required volume data. Your LUCID and dual-system declarations must remain consistent.
Do I need to report Amazon FBA shipping cartons?
It depends on who places that shipping packaging on the German market and on the applicable contractual and operational arrangements. Do not assume that FBA automatically transfers responsibility to Amazon. Document the actual flow and seek clarification from the ZSVR, a dual system or a qualified adviser where responsibility is uncertain.
Are small volumes exempt from LUCID?
Do not assume that low volumes remove the need for registration or system participation. Some additional obligations and reporting requirements can depend on thresholds or packaging categories, but you should verify the classification with the ZSVR and your dual system. Rules can change.
Must I register if I sell from France to a German customer?
Often, yes, if you are the first business commercially placing the relevant filled packaging on the German market. Your country of establishment does not by itself remove the obligation. In particular, assess the sales packaging and shipping packaging supplied to the German customer.
